I’m not sure if you meant whether the server can stand on the line during service; or whether you meant is it legal for the shuttle to touch the line during service.
I’ll address both anyways…
Shuttle Can Touch the Line During a Serve
The 2 pictures above show you the area you’re suppose to serve to in a singles (1st Picture) or doubles (2nd picture: click on it to enlarge) badminton game.
Your badminton service should land anywhere INSIDE the grey area.
As for your question, if the shuttlecock lands on the lines of the grey area, your service is still considered to be INSIDE.
When a shuttlecock lands, the head of the shuttle will touch the ground first.
As long as the shuttle touches ANY part of the line, it is considered in.
Server must NOT stand on the line
As for the player delivering the badminton serve, he or she must serve from her service box.
The server must be standing inside the service box when delivering the service. Your feet must NOT step on the borderlines when delivering a serve.
